An Honest Assessment
Back in January and February 2026 this site predicted that Iran's internet would come back not to a free internet but to a heavily censored one, and that this would be exactly when circumvention tools matter most. That prediction has now come true. The 88-day blackout has ended, but the internet returned wrapped in heavy filtering: X and Instagram blocked, DNS and SNI spoofing aimed squarely at circumvention tools, and a domestic filtered network herding people onto state services.
The crucial difference from a month ago: international routes exist again. During the total blackout, software-based circumvention could not work. When the state null-routes all international traffic, no encryption or obfuscation can build a route that doesn't exist. That is no longer the case. Now that routes are back, software circumvention works again, and it is exactly what defeats the filtering that is in place right now.
Keep two things in mind. First, restoration is partial and fragile; NetBlocks warns it could be rolled back, so this is also the moment to make sure your contacts are equipped before any next shutdown. Second, this is still dangerous for users inside Iran. Using these tools carries real legal risk. The point is no longer "set up for later." It is this: the censored internet is back right now, and this is when your help connects people.
Approaches (most relevant first)
CDN-Routed Proxy (Hiddify + Cloudflare)
This is the primary recommendation right now. The internet is back with aggressive DPI filtering, SNI/DNS blocking, and IP blacklisting, which is exactly the censored-internet scenario CDN routing is built for. Satellite Internet (Starlink)
Starlink mattered most during the total blackout, when terrestrial routes were severed. Now that those routes are back, it is a niche fallback for anyone still completely cut off, or insurance against the next shutdown. It requires physical hardware inside Iran and carries extreme legal risk: under 2026 legislation, possession or use of a Starlink terminal can carry penalties up to 10 years imprisonment or even execution. Military-grade jamming was also deployed during the blackout. This reaches hundreds of people, not millions.

Do normal VPNs work now?
Plain off-the-shelf VPNs are a mixed bag, but the picture has changed completely since the blackout ended. During the total blackout (Feb 28 – May 26, 2026), nothing software-based worked: Iran had null-routed all international traffic at the BGP level, so packets to any public datacenter IP were dropped before they left the country. No encryption can fix a route that doesn't exist.
That route problem is gone. Since May 26, international connectivity is back, so the obstacle is no longer a missing route. It's filtering: DPI, SNI/DNS blocking, and IP blacklisting. Generic VPNs on known datacenter IPs are often detected and blocked. What gets through is circumvention designed to defeat filtering: Psiphon (rotating IPs), and Hiddify with CDN routing or XTLS-Reality, which disguise the connection as ordinary HTTPS.
How does CDN routing bypass the censorship?
Iran's government and banking infrastructure depends on Cloudflare and similar CDN providers. Completely blocking Cloudflare would break critical domestic services. If you route your proxy traffic through Cloudflare's edge network (using VLESS+WebSocket+CDN), your connection looks like legitimate traffic to a widely-used IP address. The actual destination (your AWS server) is hidden behind Cloudflare.
This is exactly the kind of filtering that is in place now that the internet is back, which is why CDN routing is the primary recommendation today. It is not guaranteed, since Iran can selectively block specific Cloudflare IP ranges, but it is the most robust software approach against the current DPI and SNI blocking.

Is this legal?
Setting up a proxy server or running circumvention tools from outside Iran is legal in the US, EU, Canada, and most other jurisdictions. Helping people access information freely is a fundamental right recognized by the UN.
Inside Iran, the government has banned unauthorized VPNs. While millions use them daily, enforcement risk remains elevated. Under 2026 legislation, possession or use of a Starlink terminal can carry penalties up to 10 years imprisonment or even execution if deemed espionage. Even basic unauthorized VPN use carries risk of 6 months to 2 years imprisonment. The blackout has ended, but the environment is still dangerous and fragile. آیا این کار قانونی است؟
راهاندازی سرور پروکسی یا اجرای ابزارهای ضد سانسور از خارج ایران در آمریکا، اتحادیه اروپا، کانادا و اکثر کشورهای دیگر قانونی است. کمک به مردم برای دسترسی آزاد به اطلاعات یک حق بشری بنیادین است که توسط سازمان ملل به رسمیت شناخته شده.
در داخل ایران، دولت VPNهای غیرمجاز را ممنوع کرده. اگرچه میلیونها نفر روزانه از آنها استفاده میکنند، خطر پیگرد قانونی همچنان بالاست. طبق قانون ۱۴۰۵، نگهداری یا استفاده از ترمینال Starlink میتواند مجازاتی تا ۱۰ سال زندان یا حتی اعدام داشته باشد اگر جاسوسی تلقی شود. حتی استفاده ساده از VPN غیرمجاز خطر ۶ ماه تا ۲ سال زندان دارد. قطعی پایان یافته، اما فضا همچنان خطرناک و شکننده است. افراد در ایران باید بدانند که استفاده از ابزارهای ضد سانسور خطر واقعی قانونی دارد.

نکات امنیتی برای افراد در ایران
- تنظیمات پروکسی و لینکهای ابزار ضد سانسور را فقط از کانالهای رمزگذاریشده به اشتراک بگذارید (واتساپ، سیگنال). پیامک تحت نظارت است.
- اپهای ضد سانسور را قبل از عبور از ایستهای بازرسی یا برخورد با مقامات از گوشی پاک کنید.
- توجه داشته باشید که تحلیل ترافیک میتواند استفاده از VPN را حتی با پروتکلهای رمزگذاریشده فاش کند. از حالتهای CDN یا Reality در Hiddify استفاده کنید که شناساییشان سختتر است.
- از استفاده ابزار ضد سانسور روی همان دستگاهی که برای خدمات دولتی یا بانکداری استفاده میکنید خودداری کنید.
